Housing Strategy 2026–2030

Watford Borough Council is inviting residents to share their views on our draft Housing Strategy for 2026–2030. This strategy sets out how we plan to tackle the housing challenges facing our town and make the most of opportunities to deliver a better housing offer for everyone.

Consultation period: 19 January – 6 March 2026

Housing is one of the biggest challenges in Watford. Our town has high house prices and rents, limited land for development, and growing demand for homes. We want everyone in Watford to have a suitable, secure, and affordable place to live. Your feedback will help shape the final strategy and ensure it reflects the needs and aspirations of our community.

What’s in the draft strategy?

The draft Housing Strategy sets out:

  • The housing challenges and opportunities in Watford
  • Our approach to tackling housing needs
  • How we will work with partners to deliver housing solutions

Although Watford Council is not a housing landlord, we play a key role in enabling affordable housing development and ensuring homes are safe, well-maintained, and energy-efficient.

Our five draft priorities

To achieve our vision, we’ve identified five equally important priorities:

  1. Affordable housing development and supply
    Increasing the number of affordable homes so more residents can access a decent and affordable place to live.
  2. Supported housing options
    Providing homes and support for people with specific needs, such as older residents, people with disabilities, and those with mental health challenges.
  3. Housing conditions and energy efficiency
    Improving safety, warmth, and energy efficiency in existing homes, including older properties and houses in multiple occupation.
  4. Supporting growth and regeneration
    Delivering housing that supports Watford’s economic development and regeneration projects.
  5. Supporting Local Government Reorganisation in Hertfordshire
    Ensuring Watford benefits from changes brought by Local Government Reform and maintains a strong role in the new unitary council.
