The three unitary model has been backed by Watford Borough Council as its preferred model for the future of local government in Hertfordshire...
All ten district councils, and the county council have worked closely together over the past year to review options, considering a range of factors including local democracy and identity, local services, and key issues such as financial stability.
Councils agreed to detailed modelling of three different options, with two, three or four new councils being created, with varying geography, population and approach to services. The proposals were first discussed at Full Council on 21 October and then considered by Cabinet on 17 November. It was at this meeting, that members decided that a three unitary model is their preferred approach.
Elected Mayor of Watford, Peter Taylor, said: “Following the Government’s decision to abolish the current two-tier systems in Hertfordshire, we have backed the creation of three new unitary councils. Local councils should be close to the communities they serve.
“Our proposal would bring together Watford, Dacorum, Three Rivers and part of Bushey, together as one council. These areas are already linked by well-established work, travel and public service connections, creating a strong foundation that supports closer partnership.
“This proposal creates councils that are large enough to deliver strong, efficient and financially resilient services, yet local enough to stay closely connected to the people they serve"
The final submission to Government will be made on 28 November, with a decision expected in summer 2026.
