National Scheme of Delegation

Changes to How Planning Applications Are Decided

From 31 October 2026, new national rules will change how decisions on planning applications are made.

The National Scheme of Delegation sets out which planning applications must be decided by planning officers and which may be referred to a Development Management Committee.

What is changing?

Under the new national scheme, most planning applications will be decided by planning officers under delegated powers. This includes applications such as:

  • home extensions and other householder applications
  • smaller housing developments
  • minor commercial proposals

Other applications may be considered by a Development Management Committee, but only where the criteria set out in the national scheme are met.

From 31 October 2026, the Council’s previous local scheme of delegation will no longer determine how applications are allocated for decision. The number of objections received will also no longer, on its own, determine whether an application is considered by Committee.

What will Planning Committees consider?

Planning Committees will continue to have an important role. They will focus on applications that meet the requirements for referral under the national scheme, including proposals raising significant planning issues or having particular economic, social or environmental importance.

Can I still comment on a planning application?

Yes. Residents will still be able to view planning applications and submit comments in the same way as they do now.
All applications will continue to be considered against relevant local and national planning policies. Comments received from residents and other interested parties will continue to be taken into account where they raise relevant planning considerations.
