Watford Borough Council has partnered with Hertfordshire Futures to produce an Employment, Skills and Social Value (ESSV) Framework and supporting service.
The service supports applicants submitting major planning applications in Watford to understand and demonstrate compliance with Policy EM4.6 of the Watford Local Plan 2021–2038 and validation requirements.
The ESSV Framework provides a structured way for users to present their employment, skills and social value offer to the local community, streamlines the evaluation process, and enables straightforward reporting and monitoring of impact.
