Additional green bins charging - FAQs

Additional green bins for garden waste can be ordered for £35 a year.  The year runs from 1 August 2017 - 31 July 2018. This fee is reduced to half price - £17.50 for a 6 monthly service from 1st Feb 2018. 

Any new orders between 1 June 2018 and 31 July 2018 will not start the service until 1 August 2018 to ensure a full years service is available. The price returns to £35 from 1st June 2018 payable for the 12 months from 1st August 2018  - 31st July 2019

Please register online and pay the annual fee per bin.  You are able to order up to 6 additional green bins.

Your first green bin which is provided through our regular service to households is not affected by this charge and should continue to include your garden and food waste combined.

  1. Why are you charging me for my additional green bin(s)?
    The council needs to save £3million from their annual budget by 2020, we need to find ways to do this such as through charging for some services.  Many other local authorities are charging for the whole collection of garden waste.  Watford is only charging £35 for additional bins - your first bin (for food and garden waste combined) remains free of an additional charge.
     
  2. How much will it cost
    The charge is £35 for each additional bin (240 litre) per year.
    There is a £5 discount for residents receiving council related benefits.
    If you sign up for the service between 1 February and 31 May you will receive a 50 per cent discount, making the amount £17.50 per bin.
    An additional £5.50 delivery charge will be added if delivery is requested. This is charged per delivery of up to 6 bins.
     
  3. How do I pay?
    Pay online via the council's website www.watford.gov.uk/additionalgreenbins
     
  4. What happens if I don't pay?
    After 1 August only residents who have opted into the service will have their additional bin(s) collected.
     
  5. Where does the money go to?
    Any money received helps to bridge the shortfall created by the £3million saving requirement.
     
  6. What can go in the additional green bins?
    The additional green bins are for garden waste (and bedding from small animals like hamsters or rabbits) only. Please don't put food waste in your additional green bins.  Please put food waste in your first green bin only.
     
  7. What are the terms and conditions?
    These are detailed through the website and are rules relating to the service that need to be followed and adhered to.
     
  8. How will the collection team know I have paid?
    Once you have paid for your additional green bin(s) you will be sent a sticker through the post which needs to be stuck to the body of the green bin and not covering any logos. The sticker shows you have paid for the additional bin(s) and the collection team will then empty your bins as usual.
     
  9. I no longer require my additional bins
    This is fine and we will continue to empty one green bin from your house. Please contact enquiries.watford@veolia.co.uk or 020 3567 6900 if you would like to request they are collected.
     
  10. I don't want to pay this charge but can I keep my bin(s)?
    You can keep your bins, but any extra bins will not be emptied. If you would like to return any additional bins you can arrange this by contacting Veolia on 020 3567 6900 and collection can be arranged.
     
  11. What if I change my mind and want my additional bins back?
    You must follow the same process and pay via the website watford.gov.uk/additionalgreenbins 
    Please be aware that there is an additional £5.50 delivery charge in line with the council's fees and charges for either new deliveries or re-deliveries.
     
  12. What will happen if I move to another house in Watford?
    Please let Veolia know where you are moving to and we will update our records. Please contact enquiries.watford@veolia.co.uk or 020 3567 6900. You can take your additional green bin(s) which you when you move.
  13. What will happen if I move away from Watford?
    You will need to leave your bins at the registered address.  Unfortunately no refund will be given.
     
  14. What happens next year?
    If you have signed up for direct debit payments this will be taken on or around 14 July each year with no break in your service.
    If you have chosen to pay with a one off credit/debit card payment you will be reminded that a payment is due around 15 June and you will need to renew the service by 14 July for the new year's service to start on 1 August.
     
  15. What do I do if I don't have access to a computer to apply for the service online?
    Please come into the customer services centre and you can use the public computers there, staff will be able to help if needed.  Alternatively please call 01923 229218 to apply over the phone.
  16. I already have some additional green bins, can I have more?
    Yes, you can have up to 6 additional green bins.
     
  17. Is it legal to charge for this service?
    Yes.  Under the Environmental Protection Act 1990, councils can charge for the collection of garden waste (green bins). 
     
  18. Are green bin collections covered by my council tax?
    No.  Council tax is a statutory charge and is not dependent on the supply of a particular council service.  Garden waste is not a statutory service.
     
  19. How do you know if I have paid?
    When you pay you will be sent a sticker which needs to be attached to the body of the reverse of each additional green bin. We also have an electronic record of which property has paid for additional bins to be emptied and how many.
     
  20. Can I sign up part way through a year?
    Yes, you can sign up at any point but the service always runs from 1 August - 31 July.
    New customers who sign up to the agreement between 1 February and 1 June will receive a 50% discount as the service is only for half a year
    Customers who sign up between 1 June 2018 and January will be charged for the full year. Customers signing up between 1 June and 31 July will automatically start their collections on 1 August to receive a full year of the service.
     
  21. If weather disrupts service (for example snow) will I receive a refund for the service?
    No refunds will be given for this service.
     
  22. What can I do with additional garden waste if I don't sign up to the service?
    Garden waste, along with food waste, can go in your first green bin. Additional garden waste can be taken to your local recycling centre, or can be composted in a home composting bin.
