What we are looking for:-

We are looking for a Law Advisor to join our busy legal department; to provide advice and assistance on matters affecting all services across the council.  The department holds both Lexcel and Investors in People awards.

This challenging role encompasses a wide variety of legal work across a number of disciplines including conveyancing, commercial property, contracts, litigation and planning.

You will have experience of working in a legal environment, including knowledge of case management, general court requirements and preparation of legal documents.  Undertaking legal research and providing general legal advice is integral to this role.

Able to show initiative, and work to deadlines; you will possess excellent communication skills, demonstrate a pro-active approach and commitment to customer service excellence.

What we are looking for:-

We have an excellent opportunity for an experienced Facilities and Resilience Manager to join us at Watford Borough Council.

This role will give the successful candidate the opportunity to be the key point of contact and to manage the day to day running of the Council’s main offices and also to act as resilience officer for the Council in relation to emergency planning and business continuity.

With the equivalent experience, you will use your knowledge and experience to lead on all aspects of hard and soft FM for the Town Hall complex, including leading on Health and Safety, managing suppliers and contractors.

As the lead for resilience the successful candidate will have the ability and drive to promote Emergency Planning and Business Continuity in the Council and to work with the Hertfordshire County Council’s Resilience Team keep the Council’s Emergency Plan up to date, arrange all necessary training, recruit volunteers, attend working groups, and arrange testing of the Plan.

Key requirements include very effective communication and team working skills, excellent customer care, the ability and motivation to solve problems, personal credibility and an approach that builds rapport and confidence to provide the Council with a professional service.

Working in one of the Councils prestigious client groups, Place Shaping and Corporate Performance, this post will provide an exciting and challenging opportunity for an experienced Urban Designer who is passionate about creating great places for communities.

The successful candidate will deliver effective and efficient urban design advice and guidance to internal and external parties as part of an interdisciplinary team in the Place Shaping and Corporate Performance service.

Within the Conservation and Urban Design Team key responsibilities will include developing masterplans, updating design planning guidance, advising on planning applications and working with landowners, developers and transport and infrastructure partners.

What we are looking for: 

This role would suit an experienced Urban Designer who is used to working with a variety of stakeholders to deliver masterplans and individual development schemes which create inspiring places where people want to live, work and enjoy.

The candidate will have the ability to demonstrate creative flair supported with excellent communication, negotiation, written and visualisation skills. Good time management and project management skills are essential when working within changing timescales.

A commercial awareness of the development market and a delivery track record is beneficial and experience of preparing masterplans with rail operators and highway authorities would be desirable.

The Role:

Working in one of the Councils prestigious client groups, Place Shaping and Corporate Performance, the post will provide an exciting and challenging opportunity for an experienced Planner to further develop the Watford Junction Masterplan. This exciting plan has the potential to deliver over 2,500 new homes, new schools, health and social facilities, employment and retail space.

The aim is to transform Watford Junction into a thriving urban community which connects well with the neighbouring areas and provides an inspirational gateway to Watford. Through diligent Project Management your role is crucial to achieving the following:

  • build on the relationships with all stakeholders existing and new
  • project manage the delivery of the Watford Transport Microsimulation model (being undertaken by specialists),
  • oversee the completion of the Watford Junction Masterplan,
  • work with Network Rail on the design for a new bridge which will both increase station capacity and link with new development,
  • prepare funding bids for key infrastructure
  • Undertake or procure specialists to undertake supporting studies to facilitate the delivery of the masterplan.
  • Work with developers to progress new schemes
  • you may also provide the planning input should the use of CPO powers be required.

What we are looking for: 

The successful candidate will be an experienced proactive Urban Planner from a Policy/Development Management background who has a track record of delivering large scale new developments. You will be able to demonstrate an understanding of development process, dynamism and confidence, which will encourage landowners, developers, infrastructure providers and government to unlock development potential. You will have excellent communication, negotiation and written skills. Good time and project management abilities (Prince 2 preferred), a commercial awareness of the development market, and a strong track record on delivery is essential.

Experience of preparing successful bids for external infrastructure funding, working with the rail industry and use of CPO powers would be desirable.

The Role:

Working in one of the Councils prestigious client groups, Place Shaping and Corporate Performance, this post will provide an exciting and challenging opportunity for a Spatial Planning Manager within a busy environment.

The Spatial Planning Manager will both supervise and develop the Planning Policy team and lead on the preparation and delivery of a new local plan.

You will be expected to provide support for the South West Herts Joint Strategic Plan, neighbourhood plans and prepare the necessary evidence base for Policies to be developed.

You will also engage with Members, Communities and Partner organisations to build widespread support for the Plan and provide evidence at planning examinations inquiries.

Another key element of the role responsibilities is to ensure the Infrastructure Delivery Plan, Community Infrastructure Levy and other planning documents are up to date. Managing Watford’s planning monitoring function will also be required.

What we are looking for:

The role will suit an experienced and highly motivated Policy Planning Manager with first-rate team and project management skills. You will have a strong track record of delivering local plans and supplementary guidance which have made a positive impact for local communities.

You will demonstrate a sound understanding of planning legislation and experience of working with politicians. As well as being practical, you will also have a creative flair and be open to new ways of doing things including enhancing our media profile and developing data analytics capacity.

Excellent communication, written, analytical, IT and presentation skills are essential..

The Role:-

Following the introduction of some significant projects at both Councils, the finance service has recruited Finance Managers to support these projects.  This role is full time, fixed term to provide maternity cover for a period of 15 months.

This role is to provide support to both senior management and individual project managers at Watford Borough Council.  The successful applicant will work within the Financial Planning and Analysis team, and will be primarily responsible for project finance, maintenance of long-term budget and capital forecasts and provision of reports to senior management, the elected Mayor and Councillors.  It is a role that has a requirement for both technical and soft skills, and provides an opportunity to be a key part in making a real difference to Watford.

What we are looking for:-

An ambitious qualified/passed finalist accountant to work within a busy team supporting two Councils in south west Hertfordshire.  Local government accounting experience is desirable but not essential.  A project management qualification would be an asset.
