Driver licence renewals
You must ensure that your private hire only licence or dual hackney carriage and private hire licence is renewed before your licence expires in order to continue working.
It is suggested that you apply at least eight to twelve weeks before your licence expires. This is to allow adequate time for all of your checks to be completed and for the licensing authority to make a decision on your application.
You will not lose time from your licence if you renew earlier than twelve weeks. Your new licence will start from the expiry date of your existing licence.
Booking an appointment
You will need to book an appointment to apply to renew your licence in person.
Documents to bring
You will need to supply your completed application form.
You must also bring three forms of identification with you for a criminal records check. A driving licence, passport, and a utility bill or bank statement (less than three months old) are acceptable. Further information on what documents are acceptable for the criminal records check can be found on the application form, and also on the website for the Disclosure and Barring Service. If you can’t provide at least three acceptable documents, please contact the licensing team.
If you have signed up to the DBS update service, you will still need to bring identification documents with you, such as your proof of right to work, and your driving licence, for other checks that we are required to do. You will also need to bring your original criminal records disclosure with you (copies are not acceptable). If you are not able to bring your original criminal records disclosure, we will have to carry out a fresh criminal records check.
The council has a duty to ensure that only those persons who are entitled to work in the UK are issued a licence to drive a licensed vehicle. If you do not have indefinite leave to remain and work in the UK, you must provide evidence to show that you have an ongoing entitlement to work in the UK, and that there are no restrictions on the work that you can do. You must produce proof of your right to work during your appointment.

If you are on a time limited visa, any licence which may be issued will expire when your visa expires. If, at any time, your entitlement to work in the UK is removed, your licence will be revoked.
Drivers need to attend refresher training every other renewal, which is usually every six years, unless there are reasons why your licences are not issued for the full 3 years. The refresher training must be completed before your renewal application can be granted. You do not have to attend the refresher training before submitting your renewal application.
You can book your refresher training by contacting the licensing team. There is no charge for the refresher training.
The criminal records check can take up to eight weeks, but sometimes can take longer. If your licence expires before your renewal is granted, you must stop working until your licence is renewed. You will not be able to drive your licensed vehicle for any purpose if you do not hold a valid driver's licence, and can only work again once we have granted your renewal.
Drivers are required to comply with the conditions of their licences. Hackney carriage drivers also need to comply with our hackney carriage byelaws.
If you change your name or address, you will need to submit a change of address form to the Licensing team.
If you receive any conviction, caution or points on your DVLA Licence, you must report these to the council using our notifications of convictions form. You must do this within 28 days of the conviction or receiving the points. You have a right to appeal to the magistrates' court if your application is refused, or to appeal against any conditions being attached to a licence. Appeals must be submitted to the court in writing within 21 days of being notified of the decision.
