Restart Grant

The Restart Grant supports businesses in the non-essential retail, hospitality, leisure, personal care and accommodation sectors with a one-off grant, to reopen safely as COVID-19 restrictions are lifted.

If you successfully applied for the Local Restrictions Support Grant and have been receiving automatic payments under this scheme you need to complete a new application to receive the Restart Grant, no automatic payments will be made.

Which businesses will benefit?

Your business may be eligible if it:

  • Occupies property in which it pays business rates to Watford Borough Council (and is the ratepayer)
  • Operates in the non-essential retail, hospitality, accommodation, leisure, personal care or gym sectors
  • Was trading on 1 April 2021

How much will you receive?

There are two strands:

  • Strand one: non-essential retail
  • Strand two: hospitality, leisure, personal care, gyms

The following thresholds apply to strand one businesses:

  • For properties with a rateable value of £15,000 or under on 1 April 2021 businesses will receive a one-off payment of £2,667
  • For properties with a rateable value of between £15,000-£51,000 on 1 April 2021 businesses will receive a one-off payment of £4,000
  • For properties with a rateable value of £51,000 or over on 1 April 2021 businesses will receive a one-off payment of £6,000

The following thresholds apply to strand two businesses:

  • For properties with a rateable value of £15,000 or under on 1 April 2021 businesses will receive a one-off payment of £8,000
  • For properties with a rateable value of between £15,000-£51,000 on 1 April 2021 businesses will receive a one-off payment of £12,000
  • For properties with a rateable value of £51,000 or over on 1 April 2021 businesses will receive a one-off payment of £18,000

Ineligibility

Your business will not be eligible if it:

  • Is in administration, insolvent or has been struck off the Companies House register
  • Has exceeded the permitted subsidy allowance

Subsidy allowance

This scheme is covered by three subsidy allowances:

  • Small Amounts of Financial Assistance Allowance – you’re allowed up to £335,000 (subject to exchange rates) over any period of 3 years
  • COVID-19 Business Grant Allowance – you’re allowed up to £1,600,000
  • COVID-19 Business Grant Special Allowance - if you have reached your limits under the Small Amounts of Financial Assistance Allowance and COVID-19 Business Grant Allowance, you may be able to access a further allowance of funding under these scheme rules of up to £9,000,000, provided certain conditions are met

Grants under these three allowances can be combined for a potential total allowance of up to £10,935,000 (subject to exchange rates).

Any business caught falsifying their records to gain grant money will face prosecution and any funding issued will be subject to claw back.
