Roads - street cleaning programme

Watford Borough Council cleanse all the public roads and streets within the borough of Watford.  

The street cleansing regime is based on the Environmental Protection Act 1990. We are currently working towards developing a pragmatic performance approach to street cleansing - "if it isn't dirty, don't clean it".

Therefore, our cleansing routine is designed to match the needs of individual areas e.g. the areas that get dirty more quickly are cleaned more often. The borough is zoned and if a zone gets dirty it must be restored to the top standard of Grade A (see below) within a set time. We regularly monitor and review our service to ensure that we continue to provide a high quality, efficient and cost effective service.

The borough locations, highways and public land are split into ten zones:

Zone 1 Primary retail & commercial areas

Zone 2 Secondary retail & commercial areas

Zone 3 High density housing

Zone 4 Low density social housing areas

Zone 5 Industry, warehousing, retail sheds & science parks

Zone 7 Main roads

Zone 8 Rural roads

Zone 9 Other highways (footpaths, subways etc.)

Zone 10 Recreational sites
