Watford Borough Council takes a direct approach to enforcing litter laws.

Litter enforcement

To deal with the issue of litter and other environmental crimes, Watford Borough Council has Environmental Crime Officers to utilise powers under the Clean Neighbourhoods and Environment Act 2005.

The officers' role involves working in partnership with other agencies in the town to educate and inform people about environmental crime and its impact.

They are equipped to deal with all aspects of litter and flytipping, including issuing warning or penalty notices and preparing cases for court.

The council has the power to issue fixed penalty notices for littering. The fixed penalty for littering is £75 if paid within 14 days, discounted to £50 if paid within 7 days.
