Refuse - litter - enforcement

Since December 2007 Watford Borough Council have been taking a more direct approach to enforcing litter laws.

Litter enforcement

To deal with the issue of litter and other environmental crimes, Watford Borough Council have recruited Environmental Crime Officers to utilise powers under the Clean Neighbourhoods and Environment Act.
The officer’s role involves working in partnership with other agencies in the town to educate and inform people about environmental crime and its impact.
They are equipped to deal with all aspects of litter and flytipping, including issuing warning or penalty notices and preparing cases for court.

Under the Environmental Protection Act 1990 the Council has the power to issue fixed penalty notices for littering. Fixed penalties range from £50 to £300, with a discount scheme for prompt payment
