Pollution control - light pollution

Light is included in the list of statutory nuisances in the Environmental Protection Act 1990.

This means that Environmental Services will investigate complaints about light nuisance if the problem is serious enough to constitute a statutory nuisance.

Typical sources of light polllution are:

  • Floodlights for sports facilities
  • Security lights on commercial and domestic premises
  • Car park floodlights
  • Street lights

If you are being affected by light pollution:

  • tell your neighbour, or the owner of the premises that are causing you a problem, that you are being affected - he or she may be unaware that a problem exists
  • contact Environmental Services on 01923 278503
  • contact the Planning Service on 01923 226400 for advice on whether a new installation needs planning consent
  • contact Hertfordshire County Council on 01438 737320 if you are being affected by glare or spillage from a street light
