Local development framework

In September 2004, the Planning and Compulsory Purchase Act required councils to replace their local plans with a portfolio of documents known as a ‘Local Development Framework’.

Watford's Local Development Framework will gradually replace the Watford District Plan 2000, setting out a long-term spatial vision for built development in the town.  In order to deliver this vision, it will also be used in the determination of planning applications.

Local Development Frameworks (LDF) include the following types of document:  

  • A Local  Development Scheme (LDS) - a project plan for the Local Development Framework setting out what development plan documents we will produce and when.  The timetable set out in this is currently being revised.
  • A Statement of Community Involvement - a document setting out how we will involve the community in the production of the documents in the new framework.  This was adopted on the 19 July 2006.
  • An Annual Monitoring Report (AMR) - a document which assesses the progress of the timetable in the LDS and the effectiveness of planning policies.  The AMR must be submitted to Government Office by 31st December each year and the most recent is the Annual Monitoring Report 2007, which covers the period 1 April 2006 to the 31 March 2007. 
  • Development Plan Documents (DPD) -  which will set out our policies on core issues such as land use, development and design, transport and housing.  Please see the Core Strategy link and please refer to the Local Development Scheme for details of the timetable for this and other DPDS.
  • Supplementary Planning Documents (SPD) - giving further detail on the policy contained in Development Plan Documents.  A Planning Brief for Charter Place was adopted as an SPD in March 2006.
