Licence - cinema

Local authorities are responsible for the licensing of many premises and entertainment activities, including cinemas. In Watford these activities are licensed by the licensing team who are part of Environmental Services

Any premises which offers the exhibition of films may require licensing under the Licensing Act 2003.

If this activity is offered to an audience or the public as entertainment, then that premises will need to obtain a premises licence which permits regulated entertainment, and specifically the exhibition of films as a licensable activity. This is the same licence required by public houses and restaurants, even though the premises may not require all licensable activities such as alcohol or other forms of regulated entertainment.

If these activities are only offered to members of a private members club, the club may be able to apply for a licence called a club premises certificate. The application process is very similar to the process for obtaining a premises licence, but only members’ clubs are eligible to apply for club premises certificates.

If the premises is already licensed by either a premises licence or club premises certificate, it is possible to amend the existing licence to add the exhibition of films to the licence as a permitted activity.
