Comprehensive performance assessment

All local authorities in England have to undergo an assessment by the Audit Commission, a national body of independent inspectors appointed by the government, of how well they are performing in delivering high quality, cost effective services to their residents. This is known as a Comprehensive Performance Assessment (CPA).

The Audit Commission inspection team assesses a Council’s performance across a number of areas. It checks its findings against a self assessment that the Council has produced, outlining how it thinks it is performing and supported by a range of evidence, and with local residents, key local organisations, businesses and groups as well as staff and councillors.

The Council is then awarded one of five ratings:

• Excellent
• Good
• Fair
• Weak
• Poor

Watford Borough Council – a ‘good’ Council

In 2007, we underwent our second CPA. We produced a self assessment, outlining our progress since our first CPA and providing evidence of how well we consider the Council is performing. In April 2007, the Council was inspected by the Audit Commission and achieved a ‘good’ rating in July 2007. The inspection team’s findings are included in the Audit Commission's report and press release. These documents, along with other CPA-related documents, are available on this page.

The ‘good’ rating is confirmation of the significant progress we have made since our first CPA in 2004 when we were rated a ‘weak’ council.
