Overview and scrutiny

The Overview & Scrutiny process provides an opportunity for councillors and members of the public to examine the various functions of the council and to ask questions on how decisions have been made.

Overview and scrutiny

Overview & Scrutiny, known just as Scrutiny at Watford Borough Council ,aims to be open, transparent and equitable. It will work together with the Cabinet, officials and external organisations to improve services and quality of life for the people of Watford.

Scrutiny is independent of the Council's executive body (at Watford Borough Council this is the Cabinet - made up of the Mayor and four portfolio holders) and answerable only to the Full Council. Scrutiny bodies are cross party - all political groups are represented on them. Decisions are not subject to the party whip - Councillors' decisions are not dictated by their political leaders.

All Scrutiny meetings are held in public. There are three Scrutiny Committees at Watford:

  • Call In and Performance
  • Policy Development
  • Budget Panel

For all people attending Scrutiny meetings, we will ensure that meetings will:

  • be as informal as possible;
  • always seek to be constructive and not judgmental;
  • always treat people with respect and listen to the things they wish to say;
  • provide feedback on outcomes.
