Council and democracy
Watford is divided into 12 wards. Each ward has three councillors who are elected for a four-year term. The current make up of the council is Liberal Democrat 27, Conservative 4, Labour 3, Green 2 and Independent 1. Dorothy Thornhill has been Elected Mayor of Watford since May 2002 and was re-elected in May 2006. There are 12 elected mayors nationally.
