Refuse - litter - enforcement
Watford Borough Council takes a direct approach to enforcing litter laws.
To deal with the issue of litter and other environmental crimes, Watford Borough Council has Environmental Crime Officers to utilise powers under a number of Acts including the Clean Neighbourhoods and Environment Act 2005 and The Environmental Protection Act 1990.
The officers' role involves working in partnership with other agencies in the town to educate and inform people about environmental crime and its impact.
They are equipped to deal with all aspects of litter and flytipping throughout the Borough including issuing penalty notices and preparing cases for court.
Officers have the power to issue fixed penalty notices for littering. The fixed penalty for littering is £75 if paid within 14 days, discounted to £50 if paid within 7 days.
The Council is working hard to improve the appearance of the Town Centre and has taken the decision to operate a zero tolerace policy on littering. We have Town Centre Enforcement Officer who works in partnership with the Police and Businesses to stop littering and to take enforcement action against those who still drop litter in the town.
